ASEAN Senior Officials on Forestry (ASOF)

The ASEAN Senior Officials on Forestry (ASOF) was organized in 1988 as one of the subsidiary bodies under the ASEAN Cooperation in Food, Agriculture and Forestry guided by the ASEAN Ministers on Agriculture and Forestry (AMAF) and supported by Senior Officials Meeting (SOM).

ASOF discusses the progress of the implementation of the policy framework related to ASEAN Cooperation in Forestry. ASOF has different expert groups and task forces established to undertake planning and implementation of specific activities. The ASOF meets annually to formulate and implement regional cooperation activities in support of the following strategic thrusts:
1. Ensuring sustainable forest management and conservation of natural resources;
2. Strengthening ASEAN cooperation and joint approaches in addressing international and regional forestry issues;
3. Promotion of intra- and extra-ASEAN trade in forest products and private sector participation;
4. Increasing productivity and efficient utilization of forest products; and
5. Capacity building and human resources development.

The highlights of the 19th ASOF Meeting are the following:
• The SPA of ASEAN Cooperation in Forestry (2016-2025) with detailed Key Performance Indicators (KPIs) was endorsed by the 19th ASOF Meeting for the adoption of the ASEAN Ministers on Agriculture and Forestry (AMAF) in their Meeting to be held in Singapore on October 3-8, 2016.

• The five subsidiary bodies under the new structure endorsed by ASOF comprises of the following: 
   - ASEAN Working Group on Forest Product Development (AWG-FPD)
   - AWG on CITES and Wildlife Enforcement (AWG-CITES & WE)
   - AWG on Forest Management (AWG-FM)
   - AWG on Forest and Climate Change (AWG-FCC) 
   - AWG on Social Forestry (AWG-SF) 

• The draft Terms of Reference (ToR) and Rules of Procedure (RoP) of the AWG-FPD, AWG-CITES & WE, AWG-SF, and AWG-FM were adopted by the 19th ASOF. On the other hand, the ARKN-FCC shall finalize its ToR and RoP and expand its scope of work to tackle the action program under SPA-Forestry 2016-2025 at its next meeting in Indonesia.

• The Plan of Action for the ASEAN Cooperation in Social Forestry was discussed and finalized at the ASFCC Planning Meeting held in Jakarta on 15-20 August 2016.

• The SPA/RAP for AWG-CITES & WE shall be developed in its 13th Meeting which will be held in Indonesia in 2017.

• The meeting endorsed the following documents for the adoption of 38th AMAF:
   - Report of the 19th ASOF Meeting
   - Work Plan for Forest Law Enforcement and Governance (FLEG) in ASEAN (2016-2025); and 
   - Draft “Statement of the ASEAN Ministers on Agriculture and Forestry on Strengthening Forest Law and Governance (FLEG)”
