ASEAN cooperation on the environment began with the establishment of the ASEAN Experts Group on the Environment (AEGE) under the ASEAN Committee on Science and Technology (COST). In 1989, the AEGE became the ASEAN Senior Officials on the Environment (ASOEN). ASOEN meets yearly to consider the reports of its working groups, which also meet annually, and provide operational policy guidance on the various environmental programs implemented.

Aside from the ASOEN, other components of the organizational structure for ASEAN cooperation on the environment are the Meeting of the ASEAN Environment Ministers and the ASEAN Secretariat.

The Philippines was the lead country in the area of coastal and marine environment during the development and implementation of the Blueprint for the ASEAN Socio-Cultural Community (ASCC Blueprint) 2009 - 2015.
