ASEAN Senior Officials Meeting on Minerals (ASOMM)

ASSOM crp
The Philippines, led by MGB Director Wilfredo Moncano (8th from left), hosts the 15th ASOMM Working Group Meetings in Puerto Princesa, Palawan on 2-4 May 2018. [MGB]

The first ASEAN Senior Officials Meeting on Minerals (ASOMM-1) was held in 1996 following the adoption of the Program of ASEAN Cooperation in Minerals in 1995 under the Vientiane Action Programme. The AMMin's operating arm in the coordination and implementation of its programmes and policy directions is the ASEAN Senior Officials on Meeting on Minerals (ASOMM) that was organised about nine years earlier than the AMMin.

The ASOMM is responsible for the supervision, coordination and implementation of the 3rd ASEAN Minerals Cooperation Action Plan (AMCAP-III) with the following specific tasks: (1) undertake actions for its implementation, including determining priorities, carrying out periodic reviews, and the approval of the necessary cooperation programmes, projects and activities; (2) serve as the principal coordinating body to address all issues relating to its implementation;

(3) identify financial support and assistance, e.g., relevant technologies from within and outside ASEAN and (4) report on the implementation progress to the AMMin. The ASOMM is held annually before the AMMin.

In 2008, as an offshoot the ASEAN Senior Officials Meeting, the ASEAN Plus 3 countries, namely, the People's Republic of China, Japan, and Republic of Korea were included in the sub-regional meetings. In 2011, the ASEAN Working Groups on Minerals were established to focus on the following: (1) Trade and Investment in Minerals; (2) Mineral Information and Database; (3) Capacity Building in Minerals, and (4) Sustainable Mineral Development.
